Thomas B. Hayward is president and CEO of Thomas B. Hayward Associates, a consulting firm involved primarily in business development in the Asia-Pacific region. He also serves as chairman emeritus of High Technology Development Corporation, a state agency designed to attract and enhance technology-related industries in Hawaii, and is the co-founder and strategic advisor for Voyager Expanded Learning, Inc.

Prior to entering the private sector, Admiral Hayward served as chief of Naval Operations and a member of the Joint Chiefs of Staff. He retired as admiral in the U.S. Navy in 1982 following 30 years of active duty that included serving as commander in chief of the U.S. Pacific Fleet (Hawaii), commander of the U.S. Seventh Fleet (Asia-Pacific and Indian Ocean areas), deputy chief of Naval Operations-Navy Program Planning, and director of the Office of Program Appraisal for all Navy and Marine programs. He also served as commandant of the 14th Naval District, Pearl Harbor; commander, Fleet Air Hawaii; and commander, Apollo Space Recovery Forces.

Admiral Hayward received a master's degree in international affairs from George Washington University and a bachelor's degree from the United States Naval Academy.
