Belle S. Wheelan assumed the position of secretary of education for the Commonwealth of Virginia in January 2002. Before then, she served as president of Northern Virginia Community College, the second largest community college in the nation.
As president of Central Virginia Community College, Wheelan was the first African-American female to serve as president of a two-year or four-year public institution of higher education in Virginia. She also served as provost of the Tidewater Community College campus in Portsmouth. She came to Virginia as the dean of student services at Thomas Nelson Community College in Hampton, after serving as director of developmental education at San Antonio College.
Wheelan received her Ph.D. in educational administration from the University of Texas, her masters in developmental/educational psychology
from Louisiana State University, and her bachelors degree from Trinity University with a double major in psychology and sociology.
